PanelThe process of becoming a foster carer is complex, and involves several distinct stages. The person who will make the final decision, based upon the application you have made and subsequently the assessment (Form F) that is conducted, is known as the ‘Agency Decision Maker’. However, the Agency Decision Maker is guided in this decision by the recommendation of our ‘Fostering Panel’. What does it do?Under Regulation 26 of the Fostering Services Regulations (2002) the Fostering Panel:
To assist in the decision making process, applicants are expected to attend the Panel, who usually meet on a monthly basis. The Registered Manager receives the recommendations of the Panel and on behalf of LFS makes the final decision about approval. All applicants are informed verbally and in writing about their approval status and right of appeal. The panel also performs a role in reviewing carers at the end of their probationary period and as part of the annual review system. Who's on the Panel?Our Panel is made up of people with broad experience from a range of backgrounds, includes members of both sexes, and reflects different racial, cultural, religious and linguistic backgrounds. It includes LFS staff, the medical advisor to LFS and Independent Panel Members appointed from a variety of appropriate sources including current foster carers (for another agency or local authority), a person who has previously been fostered and other people with relevant professional experience. The chair of the Panel is someone with considerable experience of the needs of children/young people and fostering and is independent of LFS. What will this mean for me?As stated above, all prospective foster carers are expected to attend Panel. The role of Panel in this respect is to ensure that the Form F Assessment carried out by your worker, has been done to the highest possible standards, and to address any shortfalls or particular queries they may have about your application to foster. Often people are anxious about this process, but it is nothing to be alarmed about. The social worker who carried out your assessment will attend Panel with you. Normally Panel will invite the social worker in first to ask them relevant questions. After this, you will be invited in along with the social worker, and Panel may have some questions for you. It is also an opportunity for you to ask any questions you may have about the process. |
